France strategic planning commission outlines 2050 goals

The Haut-Commissariat à la stratégie et au plan (HCP) has released a report titled ‘Repenser les solidarités dans une France vieillissante’ as part of a national prospective exercise looking toward 2035 and 2050. The report addresses the challenges of an aging and diversifying population, emphasizing the need to balance collective needs across generations and territories.

Key recommendations include establishing a framework for ‘reproductive justice’ to ensure that public policy does not use women’s rights as a demographic adjustment tool. For the 2050 horizon, the HCP suggests strengthening the role of younger generations and developing public policies regarding adoption and diverse family structures.

Additionally, the HCP advocates for a revival of ‘large strategic infrastructure projects’ for the 21st century. This includes upgrading transport, energy, digital, and water systems, while integrating ‘natural infrastructures’ like forests and rivers into project design. To manage these goals, the report proposes creating an interministerial committee for strategic projects to coordinate efforts between the State and regional authorities.
