France strengthens cooperation with social media platforms to curb urban violence

Following urban violence and looting on October 17, the French government has established a reinforced cooperation protocol with major digital platforms, including Meta, TikTok, Snap, Reddit, Discord, and Google. The initiative aims to more effectively prevent and counter online calls to violence, property damage, and looting.

To improve response times without changing existing legislation, a new three-point protocol has been implemented. This includes the designation of a single point of entry within the state: a dedicated team attached to the Ministry of the Interior and linked to the PHAROS platform. This cell will centralize and coordinate the transmission of priority reports to the various social media platforms.

Digital companies have presented their current moderation systems, which utilize a combination of algorithmic detection and human reporting. Sanctions for users violating terms of service, such as account suspension, remain a primary tool for enforcement.
