France student housing rent caps widely ignored, 95% of listings illegal

A report by consumer association Que Choisir Ensemble released in July 2026 shows that 95 % of studio listings for students in six French cities with rent‑control measures exceed the legal ceilings. The cities – Paris, Bordeaux, Grenoble, Lille, Lyon and Montpellier – record average overcharges of €234 per month, reaching €382 in Paris where a 15 m² studio costs about €984 versus a €602 cap.

Beyond price violations, 73 % of the ads contain other illegalities, such as missing energy‑performance diagnostics. Landlords employ tactics like supplementary rent elements, short‑term mobility leases and furnished rentals to sidestep the rules, while online platforms repost listings without verification. Enforcement is weak; inspections and sanctions are rare.

The consequences fall on students, with nine out of ten unable to secure a place in Crous residences and turning to the private market. Hundreds abandon their studies each year because of unaffordable housing. Union Étudiante’s Lorris Chabert remarks that landlords “can do what they want because students have no choice.”
