France to end dual disability and unemployment benefits in 2027

Starting January 1, 2027, approximately 15,000 people in France will no longer be permitted to simultaneously receive the Disabled Adult Allowance (AAH) and the Specific Solidarity Allowance (ASS). This change marks the end of a ten-year transitional period established by a 2017 law, which allowed individuals already receiving both benefits as of December 31, 2016, to continue the practice until the end of 2026.

The AAH provides a minimum income for individuals with a disability rate of at least 80%, or between 50% and 79% with significant employment restrictions. The ASS is intended for job seekers who have exhausted their unemployment insurance rights. For those affected, the loss of the ASS could result in a monthly income reduction of approximately 600 euros, potentially pushing recipients below the poverty line and impacting future pension contributions.
