France to offer Montenegro G2G deal for airport master plan

France is expected to offer the Montenegrin government a government-to-government (G2G) agreement to finance and execute a master plan for Aerodrom Crne Gore. The project, estimated to cost between 2.5 and 3 million euros, would be carried out by a French company selected through an internal process managed by French institutions.

If the government of Milojko Spajić accepts this proposal, Montenegro would bypass the standard international public tender process. While this approach could accelerate the development of the master plan—potentially completing the selection within three months compared to the six to nine months required for a tender—it would prevent companies from other countries from participating. The resulting master plan is intended to provide a long-term development vision, including phased investments covering short-term, medium-term, and long-term periods.
