France to reimburse reusable menstrual products via pharmacies

Starting October 1, 2026, the French national health insurance (Assurance Maladie) will begin reimbursing certain reusable menstrual products, including period panties and menstrual cups, when purchased at pharmacies. The initiative, aimed at combating menstrual poverty, primarily targets individuals under the age of 26 and those in precarious financial situations.

To qualify for reimbursement, products must meet strict technical criteria. Period panties must feature at least three layers—a draining layer made of organic cotton or lyocell, an absorbent layer, and a leak-proof layer—and possess a minimum absorption capacity of 20 ml. They must also be proven to withstand at least 52 washes at temperatures of at least 30°C. For menstrual cups, manufacturers must use medical-grade silicone or TPE.

Reimbursement will be limited to two products per year. For those under 26, the health insurance will cover between 55% and 65% of the cost. While the policy aims to increase accessibility, some industry representatives have raised concerns.
