France updates rental regulations and eviction procedures

New regulatory frameworks in France are reshaping the rental market and eviction procedures. By 2026, landlords will be required to provide a complete Technical Diagnostic Dossier (DDT) before signing a lease. This dossier may include up to seven different diagnostics, such as energy performance (DPE), lead, asbestos, gas, and electricity, depending on the property's age and location. Notably, properties classified as G under the energy performance rating have been prohibited from rental since January 1, 2025.

Additionally, a decree issued on August 4, 2026, introduces reforms to the social and financial diagnosis (DSF) used during eviction proceedings. This reform aims to accelerate support mechanisms by triggering the diagnosis as soon as a formal command to pay is issued. The goal is to provide judges and social organizations with more complete, standardized data to better coordinate assistance and prevent evictions without viable solutions for tenants.
