France's CNAM Tackles Pharmacy Funding and Deprescription Consultation Issues

On 8 July 2026 the Caisse Nationale d'Assurance Maladie (CNAM) convened a meeting with doctors' and pharmacists' unions to discuss the new GL2 deprescription consultation. The GL2 service, intended for patients over 80 with multiple prescriptions, can only be billed after a pharmacist‑performed shared medication review (BMP). Because only about 70 000 BMPs were carried out in 2025 against a target of 15 million seniors, the consultation is severely underused. CNAM maintains that without a BMP, GL2 cannot be reimbursed, a stance criticised by the professional unions as a flawed design.

Separately, amendment No 2 to the national pharmacy convention, signed on 7 April 2026 and effective from 22 May 2026, creates an annual €20 million aid package for pharmacies operating in medically under‑dense zones. Eligibility requires the pharmacy to be the sole outlet in its commune, open to the public at least ten months per year, meet specified turnover thresholds (adjusted for overseas departments), and have no recent fraud convictions. Applications must be submitted to the relevant CPAM by 31 July 2026.
