France's INSEE publishes new rent index amid independence concerns

The French statistical institute INSEE released the latest value of the rent reference index (IRL) for the second quarter of 2026. The index stands at 148.37, reflecting a 1.15 % annual increase in metropolitan France. The IRL, calculated from the consumer price index excluding tobacco and housing costs, serves as the official benchmark for adjusting residential rents when lease contracts contain a revision clause. INSEE publishes the figure each quarter, providing landlords and tenants a transparent basis for rent adjustments.

INSEE, while administratively attached to the Ministry of Economy and Finance, operates under a legal framework that guarantees professional independence. A 2008 law mandates that the production and dissemination of public statistics be carried out independently of ministerial direction, with an oversight authority safeguarding this principle. The institute’s autonomy is periodically scrutinised, but the statutory safeguards aim to keep statistical outputs free from political interference.
