Frank Serrato seeks reelection as Coffee City mayor
Frank Serrato, the former mayor of Coffee City, Texas, has announced his candidacy for the upcoming mayoral election on November 3. Serrato is one of three candidates competing for the position, alongside Earl Harmon and current Alderman Kevin Haughey.
Serrato’s campaign follows the recent dismissal of five felony charges against him. The charges involved alleged tampering with government records occurring in 2023. As part of a state agreement that led to the dismissal of these charges, Serrato surrendered his Texas Commission on Law Enforcement (TCOLE) peace officer license.
The legal investigation also involved other former Coffee City law enforcement officials. Former Police Chief Johnjay Portillo and officer Lonnie Hicks reached similar agreements involving the surrender of their TCOLE licenses, while charges against officers Jarrod Michael Sieck and Christopher Andrew Witzel were previously dropped.
