Freiburg proposes reform of controversial packaging tax

Five political factions in the Freiburg city council are proposing a significant reform of the city's controversial packaging tax. The proposal aims to reduce bureaucratic complexity for the gastronomy sector by narrowing the scope of the tax, initially limiting it to single-use cups rather than a wide range of to-go packaging.

Proponents, including the SPD+JF, CDU, FDP/Bürger für Freiburg, Eine Stadt für alle, and Freie Wähler, argue that the current system is overly complicated and has led to unusual workarounds by businesses. For example, some establishments have used creative methods to avoid taxes on warm food packaging, such as providing empty pizza boxes or having customers order for delivery from nearby parking lots.

The reform also seeks to expand support for reusable systems. The goal is to establish a city-wide reusable infrastructure that allows catering businesses to participate easily and cost-effectively, including making reusable options mandatory in municipal facilities like public baths. While the proposal aims to strengthen waste avoidance, it has faced criticism from the Green Party, who view the reform as a way to effectively abolish the tax through a back door.
