French businesses express uncertainty ahead of upcoming budget

French businesses are expressing significant concern and uncertainty regarding the upcoming budget presentation. Patrick Martin, president of Medef, noted that economic agents and households alike are unsure of the potential impacts on their operations.

To address these concerns, Prime Minister Sébastien Lecornu has signaled several measures intended to support the economic sector. He has committed to reducing the corporate tax surcharge for large companies from 7.3 billion euros this year to five billion euros. Additionally, the government intends to preserve the Dutreil pact, which provides a 75% reduction in transmission rights for business owners passing companies to their children.

Lecornu also announced the introduction of a 'Pacte Papin,' named after SME Minister Serge Papin, designed to facilitate the fiscal transmission of businesses to employees. While the Prime Minister stated there would be no new taxes, he indicated that certain social or tax niches and existing business aids might be re-examined. This follows a Senate report estimating annual state support to businesses at 211 billion euros.
