French courts intervene in Foix begging ban and Paris psychiatric infirmary measures

On 16 July 2026, the administrative judge of Toulouse suspended the Foix mayor’s 8 July 2026 ordinance that prohibited unauthorised begging on streets, squares and near public buildings. The French Human Rights League (LDH) welcomed the suspension and noted pending appeals on other local orders that ban sitting or lying on public spaces.

On 15 July 2024, the Paris police prefecture appealed to the Council of State against a tribunal administrative ruling that imposed emergency safeguards on its psychiatric infirmary (I3P). The ruling demands a maximum 48‑hour detention, limits the use of restraints, requires individualized isolation decisions and guarantees access to water and sanitation for detainees. The prefecture argues the measures misrepresent the facility’s reality and could endanger both patients and staff, citing the high proportion of detainees involved in violent incidents and a shortage of psychiatric hospital beds.
