French energy sector faces policy criticism amid rising industrial confidence

The French energy sector is experiencing a period of strategic debate and industrial resilience. David Lisnard, director of the National Energy Observatory, has criticized President Emmanuel Macron’s energy strategy. Lisnard warned that an excessive focus on renewable energy without adequate contingency plans for aging infrastructure could jeopardize national energy security, specifically citing unrealistic timelines for upgrading the electricity transmission grid.

Despite these policy concerns, a report by EY and EVOLEN indicates growing confidence among French companies serving the energy industry. While the broader French energy market saw a 4.3% decline to 314 billion euros in 2025, the specific segment of companies providing services to the sector remained stable at 46 billion euros with 108,000 jobs.

Business optimism is rising, with 70% of respondents expressing confidence in their 12-month outlook. Investment in this sector grew by 14% from 2024 to 2025, reaching 1.69 billion euros, alongside an increase in research and development spending. Over one-third of surveyed companies anticipate growth exceeding 10% in new energy activities over the next five years.
