French government plans anti‑inflation basket and debates budget indexation
The French Ministry of Commerce is studying an “anti‑inflation basket” of roughly twenty essential products – ranging from baby hygiene items to dairy and fresh foods – that large retailers would sell at near‑cost prices. The proposal would rely on voluntary commitments from chains such as Leclerc and the Federation of Commerce and Distribution, without immediate legislative or regulatory measures. Details on implementation, pricing mechanisms and product equivalences are still being discussed.
Separately, ahead of the 2027 budget, adviser David Amiel is calling for a public debate on automatically indexing key public expenditures to inflation and on the possibility of a “blank year” in 2027 to freeze certain adjustments. The aim is to protect purchasing power for vulnerable households while preventing a fiscal spiral as inflation fluctuates.
Both initiatives reflect the French government's effort to curb the impact of rising prices on consumers and public finances.
