French Health Reform Protest by CODEF Over Increased Co‑Payments

The Collectif des Usagers des Hôpitaux (CODEF) issued a communiqué denouncing a French government decree that raises the ceiling on co‑payments for patients, especially those requiring multiple medications and frequent consultations. The decree, while exempting the most vulnerable, such as beneficiaries of the CMU, is portrayed as hypocritical and a fragmentation of solidarity.

CODEF also criticises the decree that ends the debate on reforming the Agences Régionales de Santé (ARS), imposing prefect control and reducing democratic oversight. The organization calls for a 100 % reimbursement of care and prevention by the Sécurité Sociale, and announces a nationwide campaign ahead of the 2027 Social Security financing law to defend public health services against privatisation and financialisation.
