French labor market shifts toward skill-based recruitment

In the French labor market, recruitment challenges persist in sectors such as construction, healthcare, digital technology, and industry. According to the 2026 Labor Needs survey by France Travail, while the overall proportion of difficult recruitments is declining, these specific sectors continue to face high tension.

To address these shortages, many employers are shifting their focus toward transferable skills rather than strictly adhering to traditional profiles or specific diplomas. This approach involves evaluating a candidate's learning capacity, technical know-how in related fields, and motivation for training. Data from the 2026 BMO survey indicates that a significant number of recruiters facing labor shortages in 2025 began accepting candidates with less experience or different educational backgrounds to fill roles more efficiently.
