French lawmakers propose social benefits for Algerian retirees

A group of 73 deputies from the La France Insoumise (LFI) parliamentary group has introduced an amendment to the 2027 Social Security financing bill aimed at protecting the rights of elderly Algerian immigrants, often referred to as ‘Chibanis’.

The proposal seeks to allow these retirees to continue receiving the Allocation de Solidarité aux Personnes Âgées (ASPA) even if they return to their country of origin. Currently, the benefit is strictly conditioned on effective residence within French territory, meaning those who return to Algeria or other Maghreb nations lose this essential income.

The amendment calls for a government report to be submitted to Parliament within six months of the law's promulgation to evaluate the possibility of granting this allocation to this specific category of people. The initiative targets the first generation of immigrants who arrived in France during the ‘Trente Glorieuses’ (1946–1975) to work in sectors such as construction, industry, and agriculture.
