France highway management faces congestion and tolling challenges

French highway management is facing various challenges ranging from traffic congestion to toll evasion and the complexities of new payment systems. Significant traffic jams have been reported on major routes like the A9, causing stress and unpredictability for motorists.

In terms of revenue and regulation, highway concessionaires are utilizing free-flow tolling systems. While these systems aim to improve traffic flow by removing physical barriers, they require drivers without electronic badges to pay within 72 hours. Failure to do so can result in significant penalties, with fees increasing from 10 euros to 90 euros, and potentially reaching 375 euros if the case is referred to state services. These penalties contribute to the revenue of the concessionaires.

Meanwhile, authorities are dealing with manual toll fraud. In the Doubs region, an English family was caught after six months of avoiding payments on the A36 motorway by using a coordinated method where a passenger would manually lift the toll barrier for three consecutive vehicles. This highlights the ongoing difficulty for operators like APRR to prevent simple but effective evasion tactics.
