French prefectures mandate helmets and reflective gear for electric scooters

Prefectural orders in the French departments of Nord and Manche require users of electric scooters and other personal mobility devices to wear helmets and a reflective vest or device. The Manche order, signed by Prefect Marc Chappuis, takes effect on 1 September 2026 and imposes a €135 fine for non‑compliance. The Nord decree contains a similar requirement. Both measures respond to a rise in accidents involving these devices, including serious head injuries. Several other departments – Alpes‑Maritimes, Vaucluse, Seine‑et‑Marne, Cher, Yonne and Hauts‑de‑Seine – have already introduced comparable safety rules.
