French regional authorities issue new safety decree and infrastructure approval

In France, regional authorities have issued new regulations and authorizations regarding public safety and infrastructure.

The Prefect of Ardèche has implemented a new decree to prevent public disorder and safety issues related to the misuse of nitrous oxide. Effective from October 6, 2026, until January 31, 2027, the decree prohibits the possession, transport without legitimate motive, and abandonment of nitrous oxide containers in public spaces. This measure follows reports of 30 infractions and three traffic accidents involving nitrous oxide consumption in the department during 2025 and 2026.

In the Hautes-Pyrénées, the Prefect has granted environmental authorization for a €76 million bypass project on the RN21 near Adé. The 6 km project aims to divert traffic around the urbanized area of Adé to improve accessibility to tourist sites in the Pyrenees. While state services claim no satisfactory alternatives exist, the project faces opposition from the Collectif Cambidos Debout, which criticizes its impact on wetlands and protected species.
