French regional politics: Budget disputes in Aix-Marseille and leadership changes in Lyon

Nicolas Isnard, president of the Aix-Marseille-Provence Metropolis, has proposed a compromise to address the region's budget deficit ahead of a scheduled vote on October 15. Following the rejection of a previous budget modification on September 10, Isnard announced that the metropolis will maintain maximum levels of community solidarity grants (DSC) and compensation allocations (AC) for municipalities.

Despite maintaining these aids, a 53 million euro gap remains to reach a balanced budget. Isnard noted that 91 million euros in savings have already been achieved through measures such as releasing premises, returning vehicles, and canceling the metropolis magazine. Further efforts to close the gap will involve delaying land acquisitions and seeking additional savings.

In Lyon, three vice-presidents of the Métropole de Lyon—Jean-Michel Aulas, Laure Cédat, and Emmanuel Imberton—have been officially reinstated to their delegations. Their removal in June was linked to the Roman Abreu case. The reinstatement follows the withdrawal of their administrative court appeals and an order signed by President Véronique Sarselli on September 18. Aulas returns as first vice-president, Imberton resumes his role in economy and employment, and Cédat returns to her responsibilities in culture and territorial initiatives.
