French Senate advances bill to combat foreign election interference

The French Senate has adopted a bill in committee aimed at combating foreign interference in democratic life. The legislation, introduced by Interior Minister Laurent Nuñez, is designed to protect the integrity of the 2027 presidential election following concerns regarding destabilization operations.

Key provisions of the bill include tripling the penalties for spreading false information during electoral periods, potentially increasing sentences to three years of imprisonment. However, members of the Senate's Foreign Affairs and Laws committees have criticized the text for being too restrictive and limited in scope, arguing that more robust measures are needed to address proven instances of interference.

In addition to addressing disinformation, legislative efforts are focusing on campaign financing loopholes. Senator Sophie Briante Guillemont has proposed amendments to prevent foreign influence through personal loans to political parties. These amendments seek to establish nationality or French residency requirements for individuals providing loans to candidates, addressing a perceived legislative gap that currently allows for potential circumvention of existing election laws.
