French Senator proposes new law to stabilize CBD industry
French Senator Guillaume Gontard has introduced a legislative proposal aimed at strengthening the regulatory framework for the production, traceability, and distribution of cannabidiol (CBD) products.
The initiative seeks to address what Gontard describes as complete legal insecurity within the sector. Since its emergence in 2018, the CBD industry in France has faced a series of shifting regulations, including a 2021 ban on flower and leaf sales that was later overturned by the Conseil d’Etat in 2022. The sector, which generates an estimated 500 million euros in annual turnover and supports thousands of jobs, has also been impacted by the European Novel Food regulation, which led to a ban on food-based CBD in April 2026.
The proposed law intends to provide the stability requested by industry stakeholders and prevent further fragmentation caused by uncoordinated reforms.
