French Senator proposes new legal framework for CBD products

French Senator Guillaume Gontard has introduced a legislative proposal aimed at regulating the production, traceability, and distribution of cannabidiol (CBD) products. The initiative seeks to address what Gontard describes as complete legal insecurity within a sector that has expanded rapidly in France since 2018.

The proposal includes the creation of a computerized hemp grower registry. Under the new rules, producers would be required to declare the number of plots, product varieties, and stock volumes. Importers would also be mandated to provide documentation regarding the volume, origin, and variety of products. Failure to comply with these declaration requirements could result in administrative fines.
