Fresno City Council approves immigration defense fund and SHIELD Act study

The Fresno City Council has taken two significant legislative steps regarding public safety and legal protections. First, the council voted to re-establish the city’s immigration legal defense fund. This decision follows reports of increased Immigration and Customs Enforcement (ICE) activity in the region. Councilmember Miguel Arias noted that the fund aims to protect the constitutional rights and due process of residents, including undocumented individuals, during recent enforcement actions. The program will be funded through salary savings from vacant city positions.

Additionally, the council voted 6-0 to direct staff to study the Sex Offender Housing Inspection, Enforcement, Licensing and Disclosure (SHIELD) Act. This proposed legislation seeks to regulate transitional homes and group homes used by recently paroled sex offenders. The study will explore a licensing program for landlords that would limit facilities to one per city council district and establish buffer zones around schools, parks, and daycare centers. The City Attorney’s Office is expected to present a formal ordinance within 60 days.
