FSSAI bans plastic packaging for pan masala in India

The Food Safety and Standards Authority of India (FSSAI) has introduced new packaging regulations for pan masala, effectively banning the use of plastic materials. The amendment, notified through the Food Safety and Standards (Packaging) Amendment Regulations, 2026, was published in the Gazette of India on August 10.

Under the new rules, pan masala must be packaged in plastic-free materials such as paper, paperboard, cellulose, or other naturally derived materials. The regulations specifically prohibit the use of polyethylene, polypropylene, polyester, polyvinyl chloride (PVC), and other synthetic polymers, copolymers, or laminates. Furthermore, the ban extends to aluminium foil and metallised layers, meaning paper-based packaging cannot contain hidden plastic or metal linings.

As alternatives, manufacturers are permitted to use tin or glass containers. The move aims to address environmental concerns regarding plastic waste and ensure product quality by reducing long-term contact with synthetic materials. The new regulations also mandate compliance with certain provisions of the Plastic Waste Management Rules, 2016.
