Fukuoka Prefectural Assembly faces scandal as Chairman resigns

The Fukuoka Prefectural Assembly is facing intense scrutiny following allegations of financial misconduct and systemic power harassment. Isao Kurauchi, the assembly chairman, has announced his resignation amid allegations involving high-cost overseas inspections and suspicious money transfers related to the deputy chairman positions.

In a related investigation into administrative culture, a survey conducted by Fukuoka City revealed that 147 out of 566 surveyed officials experienced “intimidating behavior over long periods” from assembly members. Other reported issues included being treated “like servants,” being prohibited from taking notes, and being pressured to write question drafts for lawmakers. Approximately 10% of respondents admitted to drafting question manuscripts for members, primarily within the Liberal Democratic Party.

Former Osaka Mayor Toru Hashimoto criticized these practices, noting that such “abnormal customs” between politicians and bureaucrats exist not only in local assemblies but also within the National Diet. While Kurauchi has stepped down, critics and local officials argue that his resignation should not serve as a way to end the investigation into the deeper systemic issues within Fukuoka's political landscape.
