Fukuyama infant homicide investigation reveals prior neglect concerns
An 18-year-old man has been arrested in Fukuyama, Hiroshima Prefecture, on suspicion of killing his two-month-old son by placing a plastic bag over the infant's head. The suspect reportedly told police he acted because the baby was crying too loudly and he thought the action would make the child quiet.
Investigations revealed that the infant died from asphyxiation. Police are also examining a delay in reporting the incident, noting that the mother discovered the infant's condition around 9:00 AM but did not call emergency services until four hours later.
Prefectural authorities confirmed they had received a report regarding potential neglect late last month, stating a concern that the infant might be left alone at night. Although city officials visited the home on September 24 and found the child appearing healthy with the grandmother, the prefecture has acknowledged that the subsequent death indicates the response was not entirely sufficient. A verification committee consisting of experts will be established to review the case and develop measures to prevent recurrence.
