Fundae reports 627 million euros in unspent worker training funds
According to data from the State Foundation for Employment Training (Fundae), at least 627 million euros in subsidized training funds for active workers went unspent in 2025. This figure represents approximately 48% of the total training credit available at the state level.
The funding is sourced from professional training contributions, where workers pay 0.1% of their gross salary and companies contribute 0.6%. These monthly contributions feed into a public macro-fund that totals more than 3,000 million euros annually.
The failure to fully utilize these resources is attributed to a complex management circuit involving the Ministry of Education, the Ministry of Labor and Social Economy, autonomous communities, and individual companies. The unspent funds are not lost but are instead carried forward to future fiscal years.
