Gabon faces budget execution crisis amid administrative delays

During the examination of the 2025 settlement law at the National Assembly, significant delays in budget execution were identified across several Gabonese ministries. While large construction projects reported an execution rate of 195.8%, vital sectors are struggling due to administrative bottlenecks and cash flow tensions.

Key sectors show low execution rates: the National Education ministry has only utilized 17.68% of its budget, the Transport ministry stands at 35.2%, and road maintenance has reached only 12.3%. In the Ministry of Public Works, approximately 31 billion FCFA in invoices remain unpaid.

These bureaucratic hurdles and slow public procurement processes have caused field projects to stagnate and increased the country's domestic debt, which was estimated at 4,652.7 billion FCFA by the end of 2025.
