Gabon launches digital tax reform to raise $606 million by 2027

The Gabonese government has announced an ambitious fiscal reform that aims to increase tax receipts by 347.5 billion CFA francs (about $606 million) by 2027. Under the 2025‑2027 strategic plan, the Directorate General of Taxes expects total revenues to rise from 1,002.2 billion CFA francs in 2023 to 1,349.7 billion CFA francs in 2027, a 34 percent growth, without raising tax rates.

The plan focuses on widening the tax base and modernising the tax administration through four pillars: stronger internal governance, full digitalisation of tax services, inter‑agency data integration, and enhanced internal controls. Key digital tools include the Digitax platform, the Mobitax mobile app, new e‑payment solutions, electronic document management, and the linking of tax data with customs, treasury, social‑security and commercial‑chamber databases. The reforms are intended to reduce Gabon's reliance on oil revenues, improve its credibility with international lenders such as the IMF, and fund development projects while keeping the fiscal burden on businesses and households stable.
