Gabon launches task force to overhaul national health insurance scheme

The Gabonese government has created an inter‑ministerial task force involving the ministries of Finance, Interior and Public Service, Health and Social Affairs to restructure the Caisse Nationale d’Assurance Maladie et de Garantie Sociale (CNAMGS). The move responds to a deep financial and governance crisis: accumulated debts to hospitals, clinics and pharmacies, a faulty beneficiary database that includes ineligible recipients, and uncontrolled spending on medical evacuations and non‑listed prescriptions.

The task force’s roadmap includes an independent audit, securing contributions, combating fraud, digitising procedures, improving governance and establishing a performance contract. President Brice Clotaire Oligui Nguema has made the reform a national priority, viewing an efficient protection‑social system as central to the social contract. Former minister and Akanda councilor Franck Nguema welcomed the initiative but warned that restructuring must go beyond financial fixes to ensure real access to care, noting that while about 76% of the population holds a CNAMGS card, many still face medication shortages, long wait times and out‑of‑pocket expenses.

The reform aims to shift measurement from merely the number of insurance cards issued to the actual improvement in patients’ health outcomes.
