Gabon releases 2026 Human Development Report urging youth‑focused economic diversification

On 3 July 2026 the Gabonese government and the United Nations Development Programme presented the country's first National Human Development Report in two decades. The report, themed “Youth, employability, entrepreneurship and human development”, highlights a paradox: while the Human Development Index has risen, gross national income per capita fell by about one‑third between 1990 and 2021.

Youth unemployment stands at an estimated 34.5 % and the report warns that 72 % of university programmes remain too generalist for the needs of productive sectors, which demand technical and professional skills. It attributes the labour‑market tension to a legacy of “the myth of civil service”, limited access to finance for young entrepreneurs, cumbersome administrative procedures and low valuation of technical trades.

To address these challenges the report backs the National Growth and Diversification Plan (2026‑2030), which targets energy, mining, digital technologies, artificial intelligence, transport and the green economy. It projects 60 000‑90 000 jobs in the short term and over 100 000 in the longer term. Recommended actions include creating local committees of municipalities, businesses and training centres, expanding modular and apprenticeship programmes, granting 12‑24‑month tax holidays to young firms, establishing credit‑guarantee funds without collateral requirements, and reserving 25 % of public contracts for young entrepreneurs. The document calls for a paradigm shift that treats youth as a central driver of economic development rather than a passive beneficiary.
