Gabon Tightens Public Sector Salary Caps and Jury Remuneration Rules

The 2026 rectificative finance law adopted by the Gabon government imposes stricter controls on public‑sector payroll. It caps the total number of authorized civil‑service positions at 119,317 and limits the overall wage bill to 958.58 billion CFA francs. Any increase in staff numbers or salary scales must be justified by a five‑year self‑financing capacity, and each public institution must submit detailed five‑year forecasts, staff lists, salary grids and expenditure reports to the finance ministry.

A separate decree issued on 22 July 2026 updates the remuneration framework for public agents who serve on admission juries for ministry recruitment exams in the ministries of ecological transition, transport, housing and land‑planning. The decree introduces fixed fees such as 1,000 CFA for drafting each exam subject, 10‑40 CFA per candidate file review, 3.5‑5.6 CFA per copy corrected and 30‑60 CFA per hour for oral or practical assessments. It also allows higher rates up to 7 CFA per copy for particularly difficult examinations, while excluding staff from the National School of Civil Aviation (ENAC) from the new rates.
