Gagauzia election outlook clouded by Ilan Șor network and Russian disinformation

Experts say the information space in Moldova's autonomous Gagauzia region has been shaped for three decades by Russian influence, with the network of former politician Ilan Șor remaining a potent force. They warn that the lingering "Șor network" could sway the upcoming Popular Assembly elections, noting that candidates linked to the network are likely to win many seats.

A round‑table of journalists and analysts highlighted how disinformation campaigns exploit emotions, spreading false narratives about EU accession, gender changes, and land loss. They called for stronger media strategies to counter these narratives.

The electoral crisis deepened after local authorities refused to implement the new Moldovan Electoral Code, causing two scheduled voting dates – 22 March and 21 June 2026 – to be annulled by courts. Following a failed June session to negotiate a compromise, interim president Nicolai Ormanji resigned, leaving the region without a functioning electoral body.
