Mexico and Galicia implement significant fiscal and transport reforms

In Mexico, the Senate is preparing to review the 2027 Economic Package following approval by the Chamber of Deputies. The package includes a Revenue Law projecting 10.6 trillion pesos in collection. While officials state there are no new taxes, the reform includes changes to the Income Tax Law (ISR) aimed at combating evasion and closing deduction loopholes. Legal specialists note that the ISR changes, such as limits on deductions and new provisional payment factors, have caused concern among businesses and may lead to legal challenges.

In Spain, the Xunta de Galicia is introducing legislative changes to modernize the transport sector as part of its 2027 budget measures. The reform aims to increase service availability, particularly in rural areas, by eliminating the requirement for exclusive dedication for taxi drivers and allowing up to three part-time drivers per license. Additionally, regulations for VTC services will be eased, removing the 15-minute advance booking requirement and allowing for exterior advertising, though VTCs remain restricted to interurban routes.
