Galleria del Seminario tunnel closure sparks coordination dispute among Italian local officials

Local authorities in the Emilia‑Romagna region are debating the closure of the Galleria del Seminario tunnel, which has been deemed unsafe. The dispute centers on a lack of coordination among the Union of Communes of the Appennino Reggiano, described by FdI coordinator Mirco Pizzino as a “condominium‑like” dispute that leaves residents without clear guidance.

The tunnel’s closure is not linked to the ongoing €12 million Anas construction project, which aims to improve safety but has become entangled in the political deadlock. Lega Emilia secretary Matteo Rancan countered criticism from the Democratic Party, defending the ministry’s involvement and emphasizing the importance of the works for commuters and tourists. Alternative routes via Casina‑Cigarello and the Costa road have been suggested, adding 10–15 minutes to travel times.

The dispute has delayed the start of planned works, with the Prefecture requesting a postponement to allow the Carpineti municipality to complete an alternate route. Disruptions are expected from early August to early September as the construction progresses.
