Gambling prevalence and social impact in Serbia and Montenegro

In Serbia, the presence of betting shops has become highly visible, with many businesses such as bakeries and wedding halls being converted into gambling venues. According to the Business Registers Agency, there are currently 93 companies registered for gambling and betting activities, an increase of 23 firms compared to five years ago. While some observers note the high density of these shops, the Association of Gambling Organizers states that they follow regulations, including minimum distance requirements from schools. The industry employs approximately 15,000 people in Serbia, and the number of gambling locations is estimated at around 2,900.

In Montenegro, there are growing calls for a planned phase-out of betting shops to address the severe social consequences of gambling addiction. Critics highlight the devastating impact on families, including debt, domestic instability, and suicide. Proposals suggest a ten-year state policy to gradually close these establishments, providing a transition period for employees and the economy, similar to legislative approaches seen in other nations.
