Ganghwa County reports 68.3% non-tax revenue collection rate
Ganghwa County in Incheon reported a non-tax revenue collection rate of 68.3% as of the end of August, marking a 5.0 percentage point increase compared to the same period last year. Out of a total assessed amount of 29.88 billion KRW, the county collected 20.422 billion KRW, resulting in a reduction of uncollected funds by 3.701 billion KRW year-on-year.
During a recent report meeting regarding the 2026 non-tax revenue collection measures, officials reviewed departmental delinquency causes and discussed customized collection strategies. The county is focusing on managing significant arrears such as fines and land readjustment adjustment fees.
To improve collection, the county will operate a delinquency collection task force until the end of the year. For arrears under 1 million KRW, the county will use phone calls, text messages, and site visits to encourage voluntary payment. Conversely, high-value and habitual delinquents will face strict measures, including asset seizures based on property investigations. For those facing economic hardship, the county will offer installment payment plans or consider suspension of collection where applicable.
