Gangnam-gu implements AI assistant for civil service and tax tasks

Gangnam-gu has implemented an ‘AI Work Assistant’ to support administrative tasks in civil service and local tax departments. Launched on August 20, the system is designed to help employees quickly locate complex laws, administrative manuals, and official inquiry cases to respond to resident inquiries more accurately.

Unlike standard AI that may generate unverified information, this system is restricted to searching pre-registered official documents. It provides answers along with specific citations, including document names, page numbers, and reliability scores, allowing staff to verify the original text before making a final decision. To prevent hallucinations, the system is programmed not to answer if no verifiable evidence is found.

The project was developed by Zerolabs Korea as part of a public-private open innovation demonstration program. To ensure data security, the system operates on a local server rather than an external cloud, preventing administrative data and queries from being transmitted externally. Following the initial rollout in civil service and taxation, the district plans to evaluate its effectiveness and consider expanding its use to welfare and legal sectors.
