Gangnam-gu proposes medical safety reforms following dental clinic fatality

Following a patient fatality at a local dental clinic, the Gangnam-gu district office has proposed four major institutional reforms to the Ministry of Health and Welfare and the National Assembly to address gaps in patient safety management.

A key issue identified is that current mandatory reporting of serious medical accidents is limited to larger hospital-level institutions, making it difficult for authorities to quickly identify incidents occurring in smaller clinics. Additionally, there are currently no specific safety standards for sleep anesthesia in clinic-level settings.

The four proposed reforms include: 1. Establishing a reporting system for serious safety accidents regardless of bed capacity. 2. Creating a joint inspection system involving the Ministry of Health and Welfare, the Ministry of Food and Drug Safety, and local governments. 3. Setting clear safety standards for facilities and equipment used in high-risk procedures like sleep anesthesia. 4. Building a preventive inspection system by linking medical accident risk data across agencies.

In addition to these policy proposals, Gangnam-gu conducted joint inspections of 10 dental clinics alongside the Seoul Metropolitan Government. While no major legal violations or administrative sanctions were found, authorities provided administrative guidance on minor deficiencies and strongly recommended that clinics performing sleep anesthesia equip themselves with emergency medical devices.
