Garda whistleblowers allege undermined police reform and equipment safety issues

Four whistleblowers within the Irish police force, An Garda Síochána, have come forward alleging that reforms intended to protect those making protected disclosures have been undermined by senior management.

Among those speaking out are Dr. Donal Corcoran, a long-serving plain-clothes Garda and former facilitator within the Garda Protected Disclosures Office, and Rose Sweeney, a civilian principal officer. Dr. Corcoran reported that after making a protected disclosure in August 2024, he was informed that a new office would be established with no place for him.

Additionally, Detective Superintendent Brian O'Reilly has raised concerns regarding equipment safety. He highlighted allegations that defective holsters issued to over 1,600 armed officers may have been a contributory factor in the 2020 murder of Detective Garda Colm Horkan.

Gardaí have defended their handling of the Horkan investigation, stating the matter was comprehensively examined by the judiciary and legal experts. They noted that following a lessons-learned review, the implicated holsters were replaced with a model featuring an automatic locking system.
