Garo Hills Autonomous District Council bars non-tribals from elections

The Garo Hills Autonomous District Council (GHADC) in Meghalaya has approved amendments to its election rules, effectively barring non-tribal individuals from voting in or contesting council elections. The decision establishes a separate electoral roll specifically for the Sixth Schedule body, replacing the previous practice of utilizing the electoral roll prepared for Assembly elections.

Chief Executive Member M Dhormonath Ch Sangma stated that the amendment is a significant step toward protecting the rights and interests of the tribal people of Garo Hills. The move follows a long-standing demand for greater tribal control over the autonomous institution.

In response to potential unrest regarding these changes, West Garo Hills Deputy Commissioner Vibhor Aggarwal issued a notice under Section 163 of the BNSS, 2023. The order prohibits unauthorized gatherings or assemblies near GHADC offices to prevent disruptions to council operations, though it exempts officials, employees, members, and emergency service personnel.
