Garuda Indonesia baggage policy change faces criticism from Indonesian lawmakers

Indonesian lawmakers are calling for a review of Garuda Indonesia’s new baggage policy, which transitioned from a weight-based system (weight concept) to a piece-based system (piece concept) effective September 1, 2026.

Alex Indra Lukman, Vice Chairman of Commission IV of the DPR, warned that the change could harm the tourism industry, particularly small and medium enterprises (MSMEs) selling souvenirs. He noted that travelers may become reluctant to purchase local goods if they must pay extra fees for additional pieces of luggage, even if the total weight remains within previous limits.

Similarly, Rivqy Abdul Halim of Commission VI of the DPR urged the state-owned airline to reconsider the policy due to public dissatisfaction. He pointed out a potential regulatory conflict, noting that Ministry of Transportation Regulation No. PM 30 of 2021 currently stipulates baggage based on weight rather than the number of pieces.
