Gavin Newsom may veto California high-speed rail oversight bill

California Governor Gavin Newsom is reportedly threatening to veto Assembly Bill 1608, a piece of legislation intended to provide the state's high-speed rail watchdog with essential oversight tools. The project, which has faced significant cost increases and delays, faces potential funding shortages as early as 2027.

Inspector General Ben Belnap, appointed by Newsom, has stated that his office lacks the necessary authority to fully audit contracts and investigate fraud effectively. While AB 1608 aims to empower his office, Newsom has already quietly enacted a controversial portion of the bill via a state budget trailer bill. This provision allows the inspector general to temporarily withhold report sections concerning security risks, fraud-detection gaps, or pending litigation, a move critics have labeled as ‘anti-transparency.’
