Security measures involve establishing a fortified site in Rafah for an international stability force and training a multinational security unit. Additionally, $300 million is earmarked for health, education, and social welfare, while $20 million is designated for a weapons buyback program to encourage disarmament among armed groups.

The plan aims to establish a functional government and economy from the current devastation. However, successful implementation requires full cooperation from both Israel and Hamas. While some aspects have received preliminary approval from Israeli officials, political considerations remain a hurdle. The plan also notes that while immediate recovery is prioritized, total reconstruction of Gaza could require approximately $71.4 billion over the next decade.
