GCC Nations Roll Out New Customs Exemptions for Low‑Value E‑Commerce Parcels
Oman has updated its customs regulations, allowing personal parcels and postal shipments valued at up to RO 100 to be duty‑free, provided they are for non‑commercial personal use and meet permit and content restrictions. The changes also reduce the duty‑free cigarette allowance from 400 to 200 cigarettes and maintain exemptions for disability‑related imports and humanitarian relief supplies, with specific conditions for each category.
In the United Arab Emirates, Dubai Customs announced that goods and products valued at Dh 1,000 or less will be exempt from customs duties under Customs Declaration No. 16 of 2026. The exemption excludes tobacco, electronic smoking devices, nicotine liquids, and applies to returned items proven to have had duties paid, provided they are returned within 60 days. New procedures require e‑commerce companies to register with the Customer Happiness Department, and the Legal Affairs Department will handle related disputes. The provisions take effect on 3 August 2026.
