GCC Secretary General addresses regional security threats

Jassim Al-Budaiwi, Secretary General of the Gulf Cooperation Council (GCC), stated during the Manama Dialogue 2026 that GCC nations have not been parties to the ongoing conflict and have actively sought mediation through diplomacy and restraint.

Al-Budaiwi highlighted that Iranian attacks on civilian and vital facilities within GCC countries have tested regional security foundations. He noted that disruptions to navigation in the Strait of Hormuz, which handles nearly a quarter of global seaborne oil trade, have caused global economic repercussions affecting energy prices, shipping, insurance, and supply chains.

Furthermore, the Secretary General condemned Houthi militia attacks against Saudi Arabia since last July, specifically noting strikes that reached Mecca and Medina. He described these actions as violations of Islamic sanctities and provocations to the Muslim world.

To achieve sustainable regional security, Al-Budaiwi outlined five pillars: respect for international law and state sovereignty, non-interference in internal affairs, peaceful dispute resolution, collective defense through military integration, and the protection of maritime corridors. He also called for the implementation of UN Security Council Resolution 2817, which was introduced by Bahrain on behalf of the GCC and Jordan.
