China Machinery Engineering Corp. to reactivate Venezuela's Planta Centro

China Machinery Engineering Corp. (CMEC) plans to partially reactivate the Planta Centro thermoelectric complex in Carabobo, Venezuela, by November. The company intends to bring unit 6 online, a 600-megawatt generation unit fueled by fuel oil. This move is expected to recover approximately 25% of the complex's former capacity and help alleviate chronic power outages across the country.

The project is being executed under a contract dating back to the administration of Hugo Chávez. The reactivation comes as Venezuela faces a severe electricity crisis exacerbated by years of underinvestment, lack of maintenance, and recent earthquakes in June that damaged transmission and generation infrastructure. The instability has led to significant social unrest, with the Venezuelan Observatory of Social Conflict recording 531 protests related to power failures in September alone.

Reliable electricity is critical for Venezuela's oil sector, the backbone of its economy. In addition to CMEC's efforts, companies such as Repsol, Chevron, and North American Blue Energy Partners Inc. (NABEP) are performing repairs on electrical infrastructure to secure power for extraction operations. While Venezuela has a theoretical installed capacity of 37,000 MW, a significant gap exists between theoretical capacity and actual supply due to systemic deterioration.
